What is IPAF?

The International Powered Access Federation (IPAF) provides internationally recognised training for anyone who operates powered access equipment, such as Mobile Elevating Work Platforms (MEWPs) — including scissor lifts and boom lifts. IPAF training covers the principles of safe operation, including how to set up and use the equipment correctly. On successful completion, operators receive a PAL Card (Powered Access Licence), the widely accepted proof of IPAF certification recognised across the UK and worldwide.

More than 100,000 operators are trained each year through a worldwide network of IPAF training centres. IPAF is a not-for-profit organisation owned by its members — manufacturers, rental companies, distributors, contractors and users — who operate the majority of the global MEWP rental fleet and manufacture around 85% of platforms on the market.

Safe Use of Powered Access Equipment

IPAF promotes the safe and effective use of powered access equipment worldwide through technical advice and information, by influencing and interpreting legislation and standards, and through safety initiatives and training programmes. Using a MEWP correctly is also central to meeting employer and operator duties under the Work at Height Regulations 2005.

IPAF Operator Courses (MEWPs)

IPAF operator training is typically one to two days and combines theory with practical assessment. The category you need depends on the machine you’ll be operating:

IPAF 3a (Mobile Scissor) Operator
For operators of mobile vertical platforms, commonly known as scissor lifts.

IPAF 3b (Mobile Boom) Operator
For operators of mobile boom lifts (mobile articulating or telescopic platforms).

IPAF 1b (Static Boom) Operator
For operators of static (vehicle- or trailer-mounted) boom platforms.

IPAF 3a & 3b (Mobile Scissor & Mobile Boom) Operator
A combined course covering both scissor and mobile boom categories — the most popular operator combination.

IPAF 1b, 3a & 3b (Static Boom, Mobile Scissor & Mobile Boom) Operator
A triple-category course covering static boom, mobile scissor and mobile boom in one programme.

For managers and supervisors responsible for planning and overseeing MEWP operations safely and compliantly.

Which IPAF Category Do I Need?

The right course depends on the machine you’ll operate. Choose 3a for scissor lifts, 3b for mobile boom lifts, and 1b for static booms. If you’ll use more than one machine type, the combined 3a & 3b or triple 1b, 3a & 3b courses are more cost-effective than booking separately. Managers planning MEWP work should take MEWPs for Managers, and anyone working in a boom should also hold appropriate harness training.
