The ProQual Level 4 Certificate in Fire Risk Assessment is a regulated qualification aligned with the skills and behaviours set out in BS 8674:2025, the built environment framework for the competence of individual fire risk assessors. It is designed for those working in, or aspiring to work in, the fire safety sector, or who carry out fire risk assessments as part of their role.
The qualification develops both foundational and intermediate competence in fire risk assessment, enabling candidates to carry out effective assessments, produce clear and accurate reports, and promote best practice — evidencing their competence and strengthening their career prospects.

Low-risk buildings typically accommodate around 60 occupants. Moderate-risk buildings — such as supermarkets and factory or commercial units — have occupancies of up to 500 people, reflecting a moderately increased risk profile.
Entry requirements
To enrol, you should either hold a Level 3 (or equivalent) qualification in fire risk assessment, or have a minimum of three years’ proven occupational experience in the field. You must also be in a role, or enrolled on a training course, that enables you to carry out fire risk assessments in real environments or through realistic simulations.
How it is assessed
Competence is demonstrated through a range of methods: submission of real work completed during your day-to-day job, a professional discussion with your assessor, and a workplace observation. You receive one-to-one support from an experienced assessor who guides you throughout.
The observation covers at least one workplace activity, such as evaluating and reporting on fire risk assessment materials, or planning, conducting and presenting a fire risk assessment for a moderate-risk building in line with fire safety legislation and guidance. It is carried out by a suitable workplace manager or mentor, with activities agreed in advance with your assessor.
Duration and getting started
You can start at any time. Completion times vary, but ProQual estimates an average of 245 hours. Once enrolled, you are issued a work pack and your assessor books an induction covering evidence gathering, the workbook and filing systems, and a competence analysis to identify your strengths and any areas for development.
