What is the ProQual Level 3 Fire Risk Assessment qualification?
The ProQual Level 3 Award in Fire Risk Assessment is a regulated qualification aligned with the skills and behaviours set out in BS 8674:2025, the built environment framework for the competence of individual fire risk assessors. It is designed for those working in, or aspiring to work in, the fire safety sector, or who carry out fire risk assessments as part of their role.
The course develops a clear understanding of the principles, procedures and legislation involved in an effective fire risk assessment, giving you the knowledge and confidence to carry out assessments and produce professional, compliant reports.

The qualification is focused on low-risk buildings — defined by the Institute of Fire Safety Managers as structures that typically accommodate around 60 occupants.
Entry requirements
To enrol, you should be in a role or training placement that allows you to review fire risk assessments in a low-risk building, so that you can gather the real workplace evidence the qualification requires.
How it is assessed
Knowledge is demonstrated through a range of methods: submission of real work completed during your day-to-day job, a professional discussion with your assessor, and a written question task. You receive one-to-one support from an experienced assessor who guides you throughout.
Duration and getting started
You can start at any time. Completion times vary, but ProQual estimates an average of 100 hours. Once enrolled, you are issued a work pack and your assessor books an induction covering evidence gathering, the workbook and filing systems, and a competence analysis to identify your strengths and any areas for development.
