Why this matters now

Building safety regulation is still moving. In January 2026 the Building Safety Regulator left the Health and Safety Executive to become a standalone body sponsored by the Ministry of Housing, Communities and Local Government, as a step towards a single construction regulator. Competence is now a legal test rather than a matter of good intentions, and it has to be demonstrable — recorded, current and attributable to a named person.
