ProQual is an Ofqual-regulated awarding organisation whose qualifications sit on the Regulated Qualifications Framework. It is best known in the UK for competence-based and work-assessed qualifications — fire risk assessment in particular, where its ladder runs from Level 2 through to Level 5, and occupational health and safety at NVQ level.
Because ProQual awards rather than delivers, the teaching and assessment are carried out by approved centres. That is why the same qualification can differ in price, format and support depending on who you book with, and why comparing centres is worth the few minutes it takes.
Which fire risk assessment level do I need? Level 2 and Level 3 are awareness and intermediate qualifications for those assessing straightforward premises. Level 4 is the working practitioner level. Level 5 is for those assessing complex or higher-risk buildings, and is the level increasingly expected of anyone signing off assessments professionally.

Choosing a level, honestly. The temptation is to book the highest level you can afford. The better question is what you actually assess. Someone responsible for a single-storey office does not need Level 5, and someone signing off a high-rise residential block should not be working at Level 3. Fire risk assessment is one of the areas where competence is judged against the complexity of the premises, not the certificate on the wall — so match the qualification to the buildings, and step up when the buildings do.

Not every NVQ we list is ProQual. The same qualification title is often awarded by more than one organisation. Our health and safety NVQs and construction NVQs include routes awarded by ProQual and by others, City & Guilds among them — the Level 6 NVQ Diploma in Occupational Health and Safety Practice, for instance, is available under both.
In practice the qualification level and title are what an employer or client asks for, and either awarding organisation satisfies it. If a specification names ProQual explicitly, check the individual course page before booking, or ask us and we will confirm which route a given course follows.

What is ProQual?
An awarding organisation regulated by Ofqual, the Office of Qualifications and Examinations Regulation. It writes and awards qualifications that sit on the Regulated Qualifications Framework; approved centres deliver and assess them. ProQual does not teach courses itself.
Are ProQual qualifications recognised?
Yes. Ofqual regulation is the relevant test, and ProQual qualifications carry it. They appear on the Regulated Qualifications Framework alongside those from other awarding organisations at the same levels, and are accepted by employers, clients and professional bodies on that basis.
Which fire risk assessment level should I take?
Match it to the premises you assess rather than to ambition. Level 2 and Level 3 suit simple, low-risk buildings. Level 4 is the working practitioner qualification for ordinary commercial and residential premises. Level 5 is for complex, high-risk or higher-rise buildings.
Competence in fire risk assessment is judged against the complexity of what you assess, so working above your qualification is the risk to avoid — not working below your ceiling.
What is the difference between the Level 5 Award and the Level 5 Diploma?
Size, not level. The Award is a single unit; the Diploma is the full qualification made up of several. Both sit at Level 5. The Award suits someone who needs to demonstrate Level 5 capability in a specific area; the Diploma is the fuller qualification for those making fire risk assessment their profession.
Do ProQual qualifications expire?
No. Regulated qualifications are held for life and there is no renewal, unlike card-based schemes such as CITB Site Safety Plus, where certificates lapse after five years. Employers and clients may still expect evidence of continuing professional development, particularly in fire risk assessment where guidance changes.
Is a ProQual NVQ the same as any other NVQ?
At the same level and title, yes in substance — both are Ofqual-regulated, competence-assessed and hold the same standing. The awarding organisation differs, and occasionally a client specification names one. Our health and safety NVQ pages set out which route each course follows.
How much do ProQual courses cost?
It varies by centre, level and delivery format, because the awarding organisation sets the qualification but not the price. Distance learning and online routes are typically cheaper than tutored delivery. Current prices for every date are shown on the course search.
