The ProQual Level 5 Award in Managing the Risk of Fire in High-Risk Buildings is a regulated qualification aligned with the skills and behaviours set out in BS 8674:2025, the built environment framework for the competence of individual fire risk assessors. It is designed for those who implement fire risk controls in high-risk buildings from fire risk assessments carried out by others, rather than those responsible for producing the assessment themselves.

This makes it well suited to buildings and facilities managers, or safety practitioners who want to undertake accredited CPD and demonstrate competence in managing fire risk in complex premises.

What the qualification covers

The Award is made up of one mandatory unit:

  • Managing the Risk of Fire in High-Risk Buildings

High-risk buildings are those with elevated complexity and hazards — occupancies exceeding 500 people, extended travel distances to exits, single stairs, large fire spread areas, or multiple and specialised hazards. Examples include high-rise flats, complex commercial units, care homes, hotels and hospitals.

Entry requirements

To enrol, you should either hold the ProQual Level 4 Certificate in Fire Risk Assessment, or have a minimum of five years’ demonstrable occupational experience in the field. You must also be in a role, or enrolled on a training course, that enables you to carry out fire risk assessments for low, medium and high-risk buildings in real environments or through realistic simulations.

How it is assessed

Competence is demonstrated through a range of methods: submission of real work completed during your day-to-day job, written questions to back up your knowledge, and a witness testimony from a supervisor or line manager. You receive one-to-one support from an experienced assessor throughout.

Duration and getting started

You can start at any time. Completion times vary, but ProQual estimates an average of 100 hours. Once enrolled and your registration is received, you are issued a work pack and your assessor books an induction covering evidence gathering, the workbook and filing systems, and a competence analysis to identify your strengths and any areas for development.

Who it is for

Buildings and facilities managers, and safety practitioners who manage or implement fire risk controls in high-risk buildings from assessments produced by others, and who want accredited CPD evidencing BS 8674:2025-aligned competence. It is not intended for those who produce the fire risk assessment itself.
