The ProQual Level 5 Diploma in Fire Risk Assessment is a regulated qualification aligned with the skills and behaviours set out in BS 8674:2025, the built environment framework for the competence of individual fire risk assessors. It is designed for practising fire risk assessors and health and safety professionals already handling low to medium-risk assessments who want to progress to assessing higher-risk buildings.
The course builds on existing intermediate and foundational competence, preparing you to carry out fire risk assessments in high-risk buildings and to develop the habits of ongoing learning and best practice that keep an assessor current.
What the qualification covers
The Diploma is made up of four units:
- Undertaking a Fire Risk Assessment for High-Risk Buildings
- Managing the Risk of Fire in High-Risk Buildings
- Advanced Fire Risk Assessment
- Personal Development as an Advanced Fire Risk Assessor
High-risk buildings are those with elevated complexity and hazards — occupancies exceeding 500 people, extended travel distances to exits, single stairs, large fire spread areas, or multiple and specialised hazards. Examples include high-rise flats, complex commercial units, care homes, hotels and hospitals.
Entry requirements
To enrol, you should either hold the ProQual Level 4 Certificate in Fire Risk Assessment, or have a minimum of five years’ proven occupational experience in the field. You must also be in a role, or enrolled on a training course, that enables you to carry out fire risk assessments for low, medium and high-risk buildings in real environments or through realistic simulations.
How it is assessed
Competence is demonstrated through a range of methods: submission of real work completed during your day-to-day job, a professional discussion and written questions with your assessor, a workplace observation, and a witness testimony from a supervisor or line manager. You receive one-to-one support from an experienced assessor throughout.
The observation covers at least one workplace activity, such as undertaking a fire risk assessment for a high-risk building, or advanced fire risk assessment and personal development as an advanced assessor. It is carried out by a suitable workplace manager or mentor, with activities agreed in advance with your assessor.
Duration and getting started
You can start at any time. Completion times vary, but ProQual estimates an average of 380 hours. Once enrolled and your registration is received, you are issued a work pack and your assessor books an induction covering evidence gathering, the workbook and filing systems, and a competence analysis to identify your strengths and any areas for development.
