An NVQ (National Vocational Qualification) is a work-based qualification that proves you can do a job to the national occupational standard. There are no exams. You are assessed on evidence from your own work: a portfolio, observation by an assessor and professional discussion. NVQs run from Level 1 to Level 7, which is comparable to a master’s degree.

Not sure which NVQ or level fits your job? The right NVQ is the one that matches the work you actually do, because every unit has to be evidenced from your own role. If you are unsure, get in touch and we will help you work it out before you enrol.

NVQ courses by route

Construction NVQs: supervision and management

Levels 3 to 7 · CSCS Gold and Black card routes

✓ Site supervisors and managers

For people already supervising or managing construction work who want the qualification that matches the job. Level 3 and 4 NVQs in supervision lead towards the CSCS Gold Supervisor card, and Level 6 and 7 NVQs in construction management towards the Black Manager card.

Construction NVQs: trades and occupations

Levels 2 and 3 · CSCS Blue and Gold card routes

For experienced tradespeople who have the skills but not the paperwork. A Level 2 NVQ in your occupation leads towards the CSCS Blue Skilled Worker card and a Level 3 towards the Gold card, assessed on site while you work.

NVQ Health and Safety

Occupational health and safety · IOSH membership route

✓ Safety practitioners

A work-based route to a recognised occupational health and safety qualification, built from evidence such as your own risk assessments, audits, policies and inspection reports. Level 3 suits those with health and safety duties within a wider role. The Level 6 Diploma is the practitioner qualification and meets the academic requirement for Certified membership of IOSH (CertIOSH).

NVQ levels explained

Levels show how demanding a qualification is, not how long it takes. The comparisons below are by level on the national framework. An NVQ proves competence in a job, where an academic qualification proves knowledge of a subject.

NVQ levelComparable levelTypical role
Level 1GCSE grades 3 to 1Entry-level and basic work activities
Level 2GCSE grades 9 to 4Skilled worker or operative. In construction, the usual route to the CSCS Blue Skilled Worker card
Level 3A levelAdvanced craft, technician or first-line supervisor. In construction, the usual route to a CSCS Gold card
Level 4Higher National Certificate (HNC)Site supervision and junior management. Route to the CSCS Gold Supervisor card
Level 5Higher National Diploma (HND) or foundation degreeManagement roles
Level 6Bachelor’s degreeSite and contracts managers, and health and safety practitioners. In construction, a route to the CSCS Black Manager card
Level 7Master’s degreeSenior and strategic management. Also a route to the CSCS Black Manager card

CSCS card routes are a general guide. The NVQ must match the occupation on the card, and CSCS also requires the CITB Health, Safety and Environment test. Check the exact requirement with CSCS before you enrol.

How NVQs are assessed

Induction and skills check

You are matched to the right NVQ and level for the job you actually do, and assigned an assessor.

Build your portfolio

You gather evidence from your real work: documents you have produced, photographs, records and reflective accounts.

Observation and discussion

Your assessor observes you at work, in person or remotely, and holds professional discussions to confirm your knowledge. Witness testimonies from managers or clients support the evidence.

Verification and certificate

The portfolio is checked by an internal quality assurer and the awarding body issues the certificate.

Typical evidence includes risk assessments and method statements, site records, policies and procedures, audit and inspection reports, photographs of completed work, observation records, witness testimonies and reflective accounts.

Why choose an NVQ

No exams

NVQs are assessed on what you can show you do at work, not on what you can recall in an exam hall.

Fits around the job

There is no block release or classroom attendance for most NVQs. Evidence comes from work you are already doing.

Recognised by employers and card schemes

In construction, the NVQ is the qualification the CSCS card scheme is built on. In health and safety, it is accepted by IOSH for membership.

Credit for experience

Experienced workers often complete more quickly, because the evidence already exists in the work they do every day.

A ladder, not a single step

Levels run from 1 to 7, so there is a next NVQ as you move from operative to supervisor to manager.

NVQ FAQs

What is an NVQ?

An NVQ, or National Vocational Qualification, is a work-based qualification that confirms you can do a specific job to the national occupational standard. It is assessed in the workplace through a portfolio of evidence, observation and discussion with an assessor, not through exams. NVQs are awarded at Levels 1 to 7 and are recognised across England, Wales and Northern Ireland. The Scottish equivalent is the SVQ.

How do I get an NVQ?

You need to be working, or have access to work, in the job role the NVQ covers, because every unit is evidenced from real work. You enrol with an approved centre, are assigned an assessor, build a portfolio of evidence, and are observed and questioned on your work. Once the portfolio has been verified, the awarding body issues the NVQ certificate. There are no entry exams, and for most NVQs no formal entry qualifications.

What are NVQ levels equivalent to?

NVQ levels sit on the same framework as academic qualifications, so they can be compared by level of difficulty. Level 2 is comparable to GCSE grades 9 to 4, Level 3 to A level, Level 4 to a Higher National Certificate, Level 5 to a Higher National Diploma or foundation degree, Level 6 to a bachelor’s degree and Level 7 to a master’s degree. The comparison is about level, not content: an NVQ proves competence in a job, where an academic qualification proves knowledge of a subject.

Are there exams in an NVQ?

No. NVQs are assessed on evidence of competence. You build a portfolio from your real work, your assessor observes you and holds professional discussions, and managers or clients can provide witness testimonies. Some written work is involved, such as reflective accounts and answers to knowledge questions. For a CSCS card you will also need to pass the CITB Health, Safety and Environment test, which is separate from the NVQ.

How long does an NVQ take?

It depends on the level, your experience and how quickly you can gather evidence. Experienced workers who already do the full job role usually progress fastest, because their evidence already exists. Providers normally set a registration period within which the NVQ must be completed, so check this before you enrol.

Can an NVQ be completed online?

Much of it can. Many providers run NVQs by distance learning, with an online portfolio, remote professional discussions and video or photographic evidence. You still need to be working in a relevant job, because the evidence has to come from real work, and some occupations require on-site observation by the assessor.

Which NVQ do I need for a CSCS card?

In general, a Level 2 NVQ in your occupation leads to the Blue Skilled Worker card, a Level 3 to the Gold Advanced Craft card, a Level 3 or 4 NVQ in supervision to the Gold Supervisor card, and a Level 5, 6 or 7 NVQ in construction management to the Black Manager card. The NVQ has to match the occupation on the card, and you also need the CITB Health, Safety and Environment test at the right level. Confirm the exact requirement with CSCS before you enrol. See construction NVQs for every level, pathway and trade.

Does an NVQ in health and safety count towards IOSH membership?

Yes. A Level 3 NVQ in occupational health and safety, with relevant experience, supports Technical membership (TechIOSH). The Level 6 NVQ Diploma meets the academic requirement for Certified membership (CertIOSH), the grade that replaced Graduate membership (GradIOSH), and is the platform for working towards Chartered status.

Should I choose the NVQ Level 6 or the NEBOSH Diploma?

Both are Level 6 qualifications and both are accepted by IOSH for Certified membership. The difference is how you get there. The NVQ is a portfolio of evidence from your own job, with no exams, so it suits people already working as health and safety practitioners. The NEBOSH Diploma is a taught programme assessed by assignments and suits people who want structured study or who do not yet have the full range of duties to evidence. Compare health and safety NVQs and NEBOSH courses.
